Skewing a sentiment like this is not something you see me do often because it's difficult to do well. It's a case in which you are actually placing the pieces quite precisely but making them look a bit random too. If you aren't careful the pieces just end up looking disjointed and messy. I think it works here because the fun and playful nature of the image.
By the way, did you notice the repetition in this design? Lots of dots but in a variety of sizes and color repetition too. I chose my papers based on the colors I'd used for the image.
